“The contact owns a 2021 Buick Enclave. The contact stated that while driving at an undisclosed speed with the contact and her daughter inside the vehicle, her daughter's seat belt became extremely tight. The seat belt failed to unlatch, forcing the contact to cut the seat belt to remove her daughter from the seat. The contact believed that the seat belt had malfunctioned.
